The Economic Security & Development workgroup promotes policies that generate an equitable and thriving Oakland food economy sustained by dignified and profitable livelihoods. For example, the group’s “Hustle Guide” helps individuals navigate how to start a small food business within the City of Oakland.


  • Developing a comprehensive set of Good Food Business Criteria to guide city policies and incentivize development of Oakland food businesses that promote principles of health equity, environmental sustainability, valued labor, and local economies.
  • Recommending regulatory updates to the Oakland Planning Code on mobile food vending to expand opportunities for low-income Oakland residents to start food enterprises, incentivize healthy mobile food vending enterprises, and increase city administrative support for mobile food entrepreneurs.
